According to police reports, Chavez was riding a minibike and was speeding on the sidewalk along South Palmetto Street. As he attempted to cross the street to reach the next section of sidewalk, the minibike entered the blind spot of an SUV making a turn. The driver of the SUV did not see Chavez and struck the minibike, causing him to be thrown from the vehicle.
